AB 962, a new law restricting ammo sales, was passed by the California Legislature last Friday and sent to Governor Schwarzenegger’s desk. If not vetoed by the Governor, this bill could have a major negative effect on the shooting sports in the Golden State. AB 962, authored by Assemblyman De León (Dem. Los Angeles) was narrowly passed on a strict party line vote, on the last day of the Legislative session.

New Law Targets Pistol Ammo But Would Also Embrace Rifle Ammunition
AB 962 will restrict the sales of pistol ammunition. Unfortunately, the restriction will include common rifle ammo such as .22LR, .22 Magnum, and .223 Rem, because these cartridges are also used in pistols. If codified into law, commencing February 1, 2011, AB 962 would require handgun ammunition vendors to obtain a complete profile on ammo-purchasers including: residential address, phone number, Driver’s License number, birth date, and signature. In addition, ammo buyers must provide a thumbprint when purchasing pistol ammunition. A violation of these provisions would be a misdemeanor.
In addition, AB 962 could effectively prohibit online or mail-order sales of pistol ammunition to California residents. This is because, according to the Leg. Counsel’s Digest, “delivery or transfer of ownership of handgun ammunition may only occur in a face-to-face transaction, with the deliverer or transferor being provided bona fide evidence of identity of the purchaser or other transferee. A violation of these provisions would be a misdemeanor.”
The good news is that AB 962 was amended to eliminate the provision that would criminalize the “sale or transfer” or more than 50 rounds of pistol ammunition per month. Had that clause survived, it would have a chilling effect on all youth training programs because rangemasters, scout leaders, or shooting coaches could be jailed for handing out more than one box of rimfire ammo.
Nonetheless, AB 962 is a terrible piece of legislation. Unless Gov. Schwarzenegger vetoes AB 962, Californians will no longer be able to mail-order most rimfire ammo, all centerfire pistol ammo, and a potentially large selection of rifle ammunition. We can’t tell you exactly what kinds of rifle ammo would be embraced by AB 962, because the bill relies on the vague definitions of CA Penal Code Section 12323(a): “‘Handgun ammunition’ means ammunition principally for use in pistols, revolvers, and other firearms capable of being concealed upon the person… notwithstanding that the ammunition may also be used in some rifles.”
The California Rifle and Pistol Assn. (CRPA) is asking ALL California gun owners to contact Gov. Schwarzenegger immediately and urge him to VETO AB 962. Schwarzenegger has until October 11, 2009 to sign, approve without signing, or veto bills passed by the Legislature.

I am sick of these shenanigans in California. If I didn’t have a great job here I would certainly be moving to another state. I’ve already had to do ridiculous things to my AR to make it compliant and purchase these silly 10 round magazines. This kind of thing makes me want to live in Vermont.

Been a Californian my entire life, but it’s getting embarrassing. This state has so much potential, but between the gun legislation and the State’s pathetic stance towards education it’s only getting worse. Washington state is sounding pretty nice.

Its damn near impossible to reverse a stupid decision, its a whole lot easier to stop it before it starts. Start sending those letters/emails!!

If Americans wanted the kind of government that is imposed upon the English, we wouldn’t have bothered to cross the pond to fight, die, and finally succeed in creating the best government that special interest group and large corporation money can buy.
It is absurd that an actor that made his fortune portraying violent, gun wielding psychopathic monsters is convinced that an ammo restriction law will do anything but help ammo sales on the California boarder. What role has The Governator Played in glorifying gun violence? Can’t that state just slide off into the Pacific already?

Half the reason that is the case, is because like Australia the UK allowed the stupid registrations and rules to come in. These rules offer the public nothing in the way of safety

I cannot understand why the people of California don’t rise up and throw off the yoke of tyranny?
I know that it is more complicated than this…but every gun owner should simply pack up and move out of the state for one week…as a protest traveling to and from their jobs. What kind of message would that send to Sacramento?

My personal favorite is how everyone claims that strict gun control equals less crime. Isn’t the very definition of a criminal someone who breaks the law? Adding more restrictions for law abiding citizens will not stop the criminals, it just makes their job simpler. “Oh good. No one will have a gun but me…” Yeah. That makes total sense.

…and there is so much positive legislation that COULD have been proposed that would distribute federal fundage to small business in mass quantities, while at the same time strengthening the country and the ability of its citizens to defend themselves, individually, and the Nation. They could have mandated firearms training, for example, or at least have sponsored a training-endorsement program. But no…the morons have their day. Now, we ensure fewer people are able to enjoy shooting sports or to enhance their skills. I guess that’s exactly the intent of the morons.
I wonder why a state government that’s basically bankrupt feels justified in spending the enormous amount of money this legislation will no doubt take to enforce. Because it is so vitally interested in the safety of its citizens, and knowing who bought a box of .22s will accomplish that?
I also wonder if anyone, at any time, ever did any research to determine a) how many gun-related crimes could have been prevented through such a plan, or b) how many gun-related crimes could be solved (after the fact) if such a program were in place. Let me guess.

Well the gov signed it. Now it will become law. This is why I’ve begun looking for a new career out of this lousy state. I’ve lived here all my life but I can’t do this anymore.
